Few documents get requested as often, and understood as little, as a property valuation certificate. A bank asks for one before sanctioning your loan. An embassy wants one with your visa file. Your chartered accountant needs one to compute capital gains. A family court asks for one to settle a partition.
Most people first hear of it when someone demands it. Then they discover that institutions reject most documents called a “valuation”. A broker’s quote, a portal figure or a builder’s estimate will not pass with any of them. What they want is a report signed by a registered valuer. It must rest on a recognised basis and stand up to scrutiny.
This guide explains what a property valuation certificate actually is and who can issue one in India. It also covers what the report contains and where you will need it. Finally, it shows how to get one quickly without overpaying. It applies to flats, houses, plots and commercial property.
What a property valuation certificate is
Put simply, a property valuation certificate is a formal opinion of a property’s value on a given date. A qualified valuer prepares it after an inspection and a document review. It states the market value. Depending on the purpose, it may also state other values. These include the realisable value, the distress value, the insurable value or the value on a past date.
A full report backs the certificate. It records how the valuer reached the figure. That covers the property’s location, size, construction, condition, legal papers, comparable sales and the method used. Institutions rely on the report, not just the number. Consequently, both together make up the deliverable.
Who can issue one in India
Three registrations matter. In practice, the right one depends on the purpose.
- IBBI registered valuers hold registration with the Insolvency and Bankruptcy Board of India under the Companies (Registered Valuers and Valuation) Rules, 2017. Banks, insolvency proceedings and most institutional users accept these reports.
- Income-tax registered valuers hold registration under the Wealth-tax Act provisions, and the tax department recognises their fair market value reports.
- Bank-empanelled valuers appear on a specific bank’s approved panel for loan valuations.
A valuer with IBBI registration and empanelment at several banks can serve most purposes with a single report. Ask which registrations the valuer holds before you order.
Where you will need one
Home loans and loan against property
Every secured loan requires the lender to know what the security is worth. Therefore, the valuation comes before the sanction. In most cases, banks either send their own empanelled valuer or accept a report from one. The report sets the loan amount. So an accurate, well-documented valuation directly affects how much you can borrow.
Visa and immigration files
Student and immigration visas for Canada, the UK, Australia and several European countries require proof of funds. Property forms a large part of most Indian families’ wealth. As a result, a valuation certificate is the accepted way to show it. Specifically, embassies expect a signed report from a registered valuer, usually recent, with the property documents attached.
Capital gains tax
Suppose you sell property acquired before 1 April 2001. The law lets you use the fair market value on that date instead of your original cost. A registered valuer must certify that FMV. Buyers and sellers also use current valuations when the tax department questions a sale price against the stamp duty value.
Net worth certificates
Chartered accountants issue net worth certificates for visas, tenders and business purposes. For the real-estate portion, they rely on property valuation certificates as the input.
Court, partition and family settlements
Similarly, courts, arbitrators and families settling an inheritance need a neutral number. A registered valuer’s report is the standard evidence of value in partition suits and matrimonial matters.
Insolvency and corporate purposes
Under the Insolvency and Bankruptcy Code, for example, only IBBI-registered valuers can value assets of a company in resolution. Company law also requires registered valuer reports for certain share issues and mergers that involve property.
What the report contains
A complete valuation report typically includes:
- Property identification: survey number, plot or flat number, address and boundaries
- Documents reviewed: sale deed, EC, approvals, tax receipts
- Physical description: land area, built-up area, construction type, age and condition
- Locality analysis and comparable transactions
- The valuation method applied and the calculations
- The value conclusion, with the date and purpose stated
- Photographs, a site sketch and the valuer’s registration details and signature
If a report you receive lacks the method or the comparables, therefore, ask why. Increasingly, institutions reject reports that state a number without showing the working.
How the value is arrived at
Valuers use three methods, and the property decides which one leads:
- Market approach. Recent registered sales of similar properties in the same locality, adjusted for size, floor, facing, age and condition. This is the main method for flats and plots.
- Cost approach. Land value from comparable plot sales, plus the cost of building the structure today, less depreciation. This suits independent houses.
- Income approach. The rent the property can earn, capitalised at a market yield. This applies to commercial and rented property.
The quality of the comparables decides the quality of the certificate. Asking prices on listing portals run 15 to 30 percent above what properties actually register for in Hyderabad, so a report built on listings overstates value and invites questions.
